Arthur Fuller

Arthur Fuller, CBCP, CERT has been working in the communications industry for over 27 years. During past thirteen years he has worked for The Washington Post Media in various IT related roles, and for the past five years as IT Manager of Business Continuity Planning. In this role, he has been responsible for conducting impact analyses and reporting, continuity plan development and maintenance, and coordinating business continuity exercises for the enterprise. Currently he’s responsible for Disaster Recovery planning, implementation, and testing.

Mr. Fuller holds a BS in Printing Management from UDC, MS in Computer Information Systems Management from UMUC, and CBCP & CERT certifications. He’s currently pursuing the FEMA Level I Professional Continuity Practitioner certification.

Alison M. Sohmer Ms. Sohmer has been a working engineer for over 28 years. Her career has been with the same company with several name changes due to defense industry consolidation in the 80s and 90s. She started at GE Aerospace, became Martin Marietta and then Lockheed Martin. Of her 28 years, 10 have been in management. Ms. Sohmer is currently the lead for Business Continuity and Disaster Recovery for Lockheed Martin Enterprise Operations, which includes Corporate Headquarters and Enterprise Business Services. Her undergraduate degree is in Computer Science with minors in Chemistry and Math from Wilkes University, and she has a Masters of Science in Systems Engineering and a Masters in Science in Engineering Management with a concentration in Knowledge and Information Management from George Washington University. She holds a PMP certification from PMI. She has previously served on the Board of Directors of Reston Interfaith located in Reston, VA, and Fancy Cats Rescue Team, located in Herndon, VA.

John C. (Jack) Barnett

John C. (Jack) Barnett, CBCP has been a member of the DC chapter since 2003 and a member of its Board of Directors since 2004. He has served as the chapter treasurer for the past four year. He was chapter president for 2006 and 2007, and has also held the director of compliance and director of marketing positions. Mr. Barnett retired from HUD in 2003 where he served as Deputy Director for Security and also held other senior management positions. Following his retirement there, he has worked for Booz Allen, SiloSmashers and now works as an independent consultant. He has supported several federal departments and agencies, including DHS, FEMA, Treasury, EPA, OMB and GSA.

Stephanie Wehrheim

Stephanie Wehrheim, ABCP, PCP, CERT is an Associate with Booz Allen Hamilton, in Strategic Technology and Innovation, with over 5 years of experience in Continuity of Operations (COOP) and Occupant Emergency Planning (OEP). Currently she is working with the Department of Homeland Security's National Protection and Programs Directorate (NPPD) in Infrastructure Protection (IP) and the Contingency Planning and Incident Management Division (CPIMD) establishing, training and exercising all aspects of their COOP and emergency preparedness programs. Ms. Wehrheim is currently developing OEPs for CPIMD's NCR offices, as well as working on Devolution and Anthrax plans. Ms. Wehrheim also assists the division with test, training and exercise programs, participating in National Level Exercises (NLE) and conducing Table Top Exercises (TTE). Stephanie is pursuing her Masters degree in Security and Safety Leadership at George Washington University and has her ABCP, FEMA PCP and CERT for Alexandria City, VA.

Patricia Mendoza

Patricia Mendoza, CBCP, PMP is an Associate for Booz Allen Hamilton and currently has 6 years of experience in Disaster Recovery/Enterprise Resilience efforts supporting internal initiatives for the firm. She currently oversees and assists DR tests and exercises for critical applications and ensures recovery plans are in place for each application. She assists with the prioritization of critical applications and services at the DR site based on the order that they need to be recovered. Previously, Ms. Mendoza provided project management and financial management activities for Physical Security and Emergency Preparedness tasks for the IRS. She worked closely with the IRS client to develop Enterprise Lifecycle documentation for an application that is used to conduct risk assessment on IRS facilities. Ms. Mendoza developed IT Contingency Plans and facilitated tabletop exercises for the IRS.

Michelle Bryant
Michelle Bryant is a Security Consultant with the CGI Federal Public Sector Health. She is a recent graduate from George Mason University where she acquired her B.S. in Information Technology concentrating in Information Security. As a web design hobbyist, Michelle joined the ACP-DC Board in July 2010 as the Information Director, and has enjoyed revamping the site and updating it to further the communication in the ACP-DC Chapter.

Emanuel Payton, CBCP Mr. Emanuel Payton is an exceptional professional with experience with Enterprise Architecture, Business Continuity, Information Security, Disaster Recovery, Information Assurance skills in support of computer networks and IT security, to include all aspects of certification and accreditation of multiple platforms.



Community Outreach Director
Douglas S. Kinney

Douglas S. Kinney, CBCP serves as a reserve officer for Diplomatic Security in emergency planning, focusing currently on hostage taking and Personnel Recovery. Douglas also consults for industry and government with BDA Global, LLC, and his team is currently on-site with the emergency and continuity division of a major national financial institution. His background includes hands-on crisis management in the field and at command and general staff level for the whole risk spectrum from disaster through terrorism. In emergency planning/training/exercises he has confirmed contingency and disaster planning and preparedness in some 140 overseas and domestic exercises for headquarters operations facilities; high-value targets such as airports; and readiness for threats during high-visibility events such as the Turin Winter Olympics and the Beijing Olympics. Crisis Skills Training conveys basic skills to generalists and advanced training in working with them to specialists such as a heavy rescue unit, CBRN monitoring field team or a national-level SWAT Team.

Mr. Kinney has also done crisis management training for the intelligence and defense communities, as well as helped with contingency training for the Marine Expeditionary Units (MEUs) off each major littoral should Americans need rescue or evacuation. Mr. Kinney serves on the DomPrep 40 advisory board of Domestic Preparedness magazine. He volunteers as Life Safety co-lead for the American Red Cross of the National Capital Region (NCR); as an Instructor in CPR for the Professional Rescuer, Psychological First Aid, and Wilderness First Aid; as a CERT member and Instructor in light urban search and rescue; on the FFA Rehab Squad of DC Fire & EMS; and as a Field Team Signcutter for Shenandoah Mountain Rescue Group, an accredited rescue squad under law enforcement auspices for wilderness areas in the Mid-Atlantic states. .

George Huff

George Huff, CBCP is the Attorney-Advisor for the Space and Facilities Division of the Administrative Office of the U.S. Courts (AO). He advises the U.S. Judicial Conference’s Committees on Space and Facilities and Judicial Security. In his work with the federal Judiciary, George has served as a law clerk in the Court of Federal Claims in Washington, D.C., in the Court of Appeals for the Seventh Circuit in Chicago, and in a variety of legal positions at the AO associated with court management, facilities and security. As a former Deputy Attorney General of Indiana, he is the attorney of record on a number of reported cases. George retired from the Army Reserve after service in various senior-level operational positions.

Mr. Huff’s primary additional duty has been as the Attorney-Advisor to the Judiciary Emergency Preparedness Office at the AO during more than 60 disaster-related incidents affecting court operations throughout the U.S. He has published cover articles on business continuity and pandemic preparedness in journals of Federal and American Bar Associations. Mr. Huff is a Certified Business Continuity Professional and a Business Continuity Management Systems Auditor. In addition, he serves as the advisor to the Judiciary’s Emergency Preparedness Program, providing guidance and assistance for operational continuity management programs nationwide. He participates in the activities of the federal Interagency Continuity Advisory Group. Mr. Huff conducts continuity exercises for the AO and U.S. courts, and teaches business continuity in continuing legal education programs.

Mr. Huff is a Member of the Board of Directors of the ANSI-ASQ National Accreditation Board, which assesses and accredits certification bodies that demonstrate competence to audit and certify organizations conforming to management systems standards, including the PS-Prep standards. He serves currently as a U.S. representative on ISO’s Technical Committee 223, Working Group 4.

Mr. Huff is a graduate of the Park-Tudor School in Indianapolis. He holds an undergraduate degree from Hanover College, attended the Graduate School in Forensic Studies at Indiana University, and the College of Law of Northern Illinois University. A former U.S. Army Airborne-Ranger, Mr. Huff earned the Green Beret. He also completed the U.S. Army Command and General Staff College, the British Territorial Army Command and Staff College, and the Air War College. He was awarded the Legion of Merit and other military decorations. Mr. Huff serves currently as Special Advisor to the American Bar Association’s Special Committee on Disaster Response and Preparedness.
