History
The Washington, DC chapter of the International Association of Contingency
Planners was co-founded in 1994 by Michael Braham and Ken Barksdale.
Michael and Ken both served terms as President of the chapter, and within a few years had formed strong
relationships with the American Red Cross, Georgetown University’s Crisis Management Center, and the
District of Columbia’s Local Emergency Planning Council.
